Arson Fire and Burglary Arrest

On 12-12-16 at about 10:40 A.M., firefighters from Butte County Fire responded to a structure fire on Arbol Drive near Olive Highway in Oroville. Butte County Fire suppressed the fire and determined that the cause of the fire was arson. Fire investigators also determined that the residence had been burglarized. A Butte County Sheriff’s Office (BCSO) deputy was dispatched to the scene to investigate the burglary.
When the deputy arrived, he determined that both the residence and detached garage had been burglarized. While searching a wooded area near the home for evidence, the deputy located a significant amount of property stolen from the residence. The deputy also located an ATV stolen from the victim’s garage.
While searching the area around the ATV, the deputy located Richard Thomas Harris, age 33, of Montesano, Washington hiding in a brush pile. Harris was detained and was found to be in possession of a stolen handgun, ammunition and other property from the residence. Harris was also found to be in possession of property stolen out of Medford, Oregon as well as methamphetamine related paraphernalia.
While being detained, Harris threatened to harm deputies and their families upon his release from jail.
Harris was arrested for 2 counts of burglary, arson, vehicle theft, felon in possession of a firearm, felon in possession of ammunition, obstructing or resisting executive officers, possession of stolen property, possession of drug paraphernalia and an outstanding warrant from Placer County, California. Harris is being held without bail due to his warrant.
An estimated $38,000 worth of stolen property was returned to the victims. The value of the extensive damage to their home has not yet been assessed.
This investigation is ongoing in the attempt to locate the owners of other identified stolen property.
