Oroville Shooting Investigation

Oroville, CA- On Tuesday, July 17, 2018, at approximately 6:50 a.m., The Butte County Sheriff’s Office (BCSO) received a report of shots fired in a driveway at a home on Feathervale Drive in Oroville. BCSO Deputies responded to the scene and located a white Ford pickup truck crashed in a ditch near the residence. It was determined the truck was associated with one of the suspects related to the shooting. After further investigation, Deputies determined prior to the shooting, two men showed up to the residence and started a verbal argument with the homeowner. One of the men was armed with a gun, and one was armed with a knife. Witnesses on scene indicated during the verbal argument between the male suspects and the homeowner, the victim and his brother also arrived to the scene and became involved in the argument. The victim was then shot in the leg and transported to the hospital by his brother. His injuries are not life threatening.
The suspects fled the scene prior to Deputies arrival. Deputies believe they know the identity of the suspects, and are actively searching for them. It is believed the suspects were known the victim and the shooting could be related to illegal activity. Anyone with information is urged to contact BCSO at (530) 538-7322.

Hundreds of Marijuana Plants Eradicated by BCSO Special Enforcement Unit

Rackerby, CA- On July 16th, 2018, the Butte County Sheriff’s Office (BCSO) Special Enforcement Unit served a search warrant on a rural property in the 1540 block of Robinson Mill Road, Rackerby.

A search of the property revealed an illegal camp, which contained a firearm, a clandestine marijuana drying and processing area, and 569 marijuana plants weighing 2,900 net pounds. This marijuana grow site was a commercial operation in violation of California state law and Butte County Measure A.

A search of the area for suspects revealed negative results, however, a stolen boat trailer and boat were located on the property and recovered. Both the boat trailer and boat are owned by the same person and both were returned to the rightful owner later that day.

BUTTE COUNTY SHERIFF’S OFFICE ASSISTS WITH SEARCH OF MISSING BOATER ON LAKE OROVILLE

Butte County, Ca— On July 14, 2018, at approximately 2:50AM, Butte County Sheriff’s Office (BCSO) received a call from a boater on Lake Oroville stating she was on a house boat with friends, and believed one of her friends had jumped into the water but was unable to be located.

BCSO Marine Unit and BCSO Search and Rescue responded to Lake Oroville and assisted State Parks with the initial search. The surrounding area was searched extensively including other house boats.

BCSO Marine Unit deputies deployed their sonar equipped ROV (remotely operated vehicle) into the water, which was approximately 300 feet deep in the area surrounding the house boat. At approximately 5AM, the body of the missing boater was located 200 feet underwater and brought to the surface.

John Tobias, age 41, from Roseville was pronounced deceased at the scene. Any investigation into this incident will be conducted by State Parks.

BUTTE COUNTY SHERIFF’S OFFICE TRAFFIC STOP REVEALS CLOSED LOOP HASH LAB, LEADS TO ONE ARREST

Chico, Ca--On July 10th, 2018, Butte County Sheriff’s Deputies conducted a traffic stop on a vehicle on Fair Street and Park Avenue, Chico. The driver, Justin Prior, age 35, of Chico, was found to have a felony warrant out of Yuba County for the manufacture of a controlled substance (hash oil), in which Prior suffered 3rd degree burns to over 30 percent of his body. Prior was taken into custody without incident.

A search of Prior’s vehicle by Sheriff’s Deputies revealed a dismantled closed loop hash lab with finished hash oil and a tank containing approximately 20 pounds of liquid butane. The Sheriff’s Deputies requested the assistance of the Butte County Sheriff’s Special Enforcement Unit (SEU) to take over the hash lab investigation.

SEU arrived on scene and found that Sheriff’s Deputies located a complete closed loop hash oil lab with 1.2 ounces of finished hash oil. Further investigation by SEU revealed the lab had been recently used to manufacture the hash oil after off-gassing dry ice was located within the lab components; dry ice is used to reclaim butane during the hash lab operation.

Based on the investigation and evidence located at the traffic stop, Justin Prior was arrested on fresh felony charges of manufacturing a controlled substance.

The closed loop hash lab was transported off site and assembled, showing the complete system. Prior is currently housed at the Butte County Jail with a $125,000.00 bail for his Yuba County felony warrant and a $100,000.00 bail for his fresh arrest on manufacturing a controlled substance.

BUTTE COUNTY SHERIFF’S OFFICE SPECIAL ENFORCEMENT UNIT INVESTIGATES LARGE SCALE BUTANE HONEY OIL OPERATION IN CONCOW

Concow, Ca-- On July 11th, 2018 Law Enforcement from the Del Norte County Sheriff’s Office with the assistance of the Butte County Sheriff’s Office attempted felony warrant service in the 5040 block of Big Bend Road, Concow. Upon service of the warrant, a large-scale butane honey oil operation was found.

The Butte County Sheriff’s Office Special Enforcement Unit (SEU) took over the butane honey oil investigation. A search warrant for the property was obtained and served on July 11th, 2018. Upon service of the search warrant, approximately 10,000 empty butane cans were found on the property along with an active butane honey oil lab with finished hash oil.

A search of the property revealed one closed loop butane honey oil lab, eight stainless steel and eleven glass open blasting extraction tubes, and two vacuum purge oven to further refine butane honey oil. Other seized contraband included the following:

• 30.26 net pounds of finished butane honey oil
• 796.16 net pounds of processed marijuana
• 200 full 300ml butane cans

Arrested at the scene were the following:

Brent Lambert, age, 28 of Concow for felony manufacturing a controlled substance, possession of marijuana for sale, cultivation of marijuana, armed in the commission of a felony, and felony child endangerment. Bail is set at $271,000.00.

Robert Locke, age 31, of Concow for felony manufacturing a controlled substance, armed in the commission of a felony, and on a Del Norte County felony warrant for child pornography. Bail is set at $260,000.00.

Julia Lambert, age 28, of Concow for felony child endangerment. Bail is set at $15,000.00.

Margaret Noeske, age 47, of Concow for felony child endangerment. Bail is set at $15,000.00.

Three children were detained and removed from the home by Butte County Children’s Services: Age 7 months, 3 years, and 5 years.
