INVESTIGATING IN CUSTODY DEATH
Oroville, CA – On the evening of July 4, 2021, Butte County Sheriff’s Office Correctional Deputies were conducting routine safety checks on inmates housed at the Butte County Jail. Around 6:30 p.m., a correctional deputy discovered Inmate Madison Sall, age 45, of Chico unconscious on the bed within his cell. Upon closer examination, the deputies determined that Sall was not breathing and appeared to be having a medical issue.
Correctional deputies and jail medical staff immediately began providing Sall with emergency medical treatment. Paramedics responded and provided additional emergency medical treatment. Despite the life-saving measures that were administered, jail medical staff and paramedics were not able to revive Sall.
Butte County District Attorney’s Office Investigators and Butte County Sheriff’s Office Detectives responded to the jail and began conducting an investigation. During the investigation, personnel interviewed correctional deputies, medical staff, and inmates housed in cells adjacent to the cell occupied by Sall. To date, detectives and investigators have not located any evidence to suggest Sall committed suicide or was involved in any type of criminal violence prior to being found unresponsive. Additionally, there were no use of force incidents involving Sall and BCSO staff.
Investigators and detectives determined Sall was housed in a cell by himself and other inmates did not have access to Sall’s cell. Investigators and detectives did not locate any signs of trauma or injuries on Sall’s person. An autopsy will be conducted by the Sacramento County Coroner’s Office to determine Sall’s cause of death.
Investigators and detectives determined Sall had been housed at the Butte County Jail for several months. Sall has received extensive medical treatment since being housed at the Butte County Jail. At the time of his death, Sall was housed in the medical unit at the Butte County Jail as a result of health-related conditions. The medical unit is located next to the medical offices in the Butte County Jail which allows inmates to have immediate access to medical staff. Butte County District Attorney’s Office Investigators and Sheriff’s Office Detectives are actively investigating this incident.
