OROVILLE RESIDENT ARRESTED FOR RESIDENTIAL BURGLARY OF FIRE VICTIM’S RESIDENCE
Oroville, CA – On September 13, 2020, Butte County Sheriff’s Office (BCSO) deputies were patrolling the area of Cherokee Road, Oroville. The area deputies were patrolling is currently under an Evacuation Order because of the Bear Fire. Deputies contacted an individual who was later identified as Friedrich Muniaerts, age 49, of Oroville. Deputies determined Muniaerts had a no bail warrant for violating the terms and conditions of his California State Parole. Muniaerts was placed under arrest without incident. During the arrest deputies determined Muniaerts was in possession of stolen property.
Deputies and detectives conducted follow-up and determined Muniaerts resided at a residence located in the 1100 block of Cherokee Road, Oroville. Detectives determined Muniaerts evacuated his residence around September 08, when the Bear Fire began. Detectives determined on September 10, Muniaerts snuck around a road block and illegally reentered the evacuated Cherokee area.
Deputies and detectives determined the stolen property Muniaerts was in possession of was taken from a victim who lived in an evacuation zone. Deputies responded to the victim’s residence and determined a burglary had occurred sometime between September 9 and September 13.
On September 14, detectives conducted a search of Muniaerts’ residence and located additional stolen property that was taken during the burglary. Detectives also located ammunition. Muniaerts was placed under arrest for one felony count of residential burglary, one felony count of being a prohibited person in possession ammunition, and one misdemeanor count of unlawful entry into an evacuation zone.
Muniaerts is scheduled to be arraigned at the Butte County Superior Court on Wednesday, September 16, at 3PM. Based on the fact Muniaerts had a warrant for violating the terms and conditions of his parole, he is not eligible for bail until he attends future court proceedings.

Deputies and mutual aid law enforcement personnel have made multiple arrests while patrolling Bear Fire evacuations zones.

Michael Paul Davis Jr, age 40, of Sacramento
On September 13, 2020, deputies were patrolling the evacuated area of Lumpkin Road in Feather Falls. Deputies contacted Davis driving a water truck around the evacuated area. Deputies determined Davis was attempting to obtain water, so he could water his illegal marijuana grow. Davis was placed under arrest for an arrest warrant, and for unlawful entry into an evacuation zone. Deputies conducted follow-up at Davis’ residence and located a $100,000 stolen generator. The generator was stolen from United Rentals in 2018.

Jeffery Scott Metts, age 21, of Sacramento
On September 12, 2020, Oroville Police Officers and deputies were patrolling the evacuated area of Lumpkin Road in Feather Falls. Metts was contacted while operating a vehicle in the evacuated area. Deputies located approximately 30 recently harvested marijuana plants in Metts’ vehicle. Metts was arrested for transportation of marijuana, and unlawful entry into an evacuation zone.

Saeng Chao, age 58, of Oroville
On September 12, 2020, deputies were patrolling the evacuated area of Lumpkin Road in Feather Falls. Deputies contacted Chao walking in the area of Forbestown Road. During the contact with Chao deputies located a loaded firearm. Chao was arrested for unlawful entry into an evacuation zone and possession of a loaded concealed firearm.

Sean Patrick Casperson, age 28, of Cherokee
On September 13, 2020, deputies were patrolling the evacuated area of Cherokee. Deputies contacted Casperson driving an off road vehicle around the evacuated area. Deputies conducted follow-up and determined Casperson lived in the evacuated area. Deputies responded to Casperson’s residence and located a stolen vehicle in Casperson’s driveway. Casperson was arrested for possession of a stolen vehicle and unlawful reentry into an evacuation zone.
Geneva Brockelsby, age 34 of Magalia
On September 13, 2020, deputies were patrolling the evacuated area of Cherokee. Deputies contacted Brockelsby driving around the evacuated area. Deputies conducted follow-up and determined Brockelsby entered the evacuation area to water an illegal marijuana grow. Brockelsby was arrested for unlawful entry into an evacuation zone and driving on a suspended license.

Cristobal Camarena, age 43 of Mexico and Sergio Alcala, age 39 of Mexico
On September 13, 2020, deputies were patrolling the evacuated area of Cherokee. Deputies contacted Camarena and Alcala walking in the evacuated area. Deputies noticed a strong odor of marijuana when they contacted Camarena and Alcala. Deputies determined they did not reside in the area. Based on the investigation deputies believed they were in the area for the purpose of illegal marijuana cultivation. They were both arrested for unlawful entry into an evacuation zone.
