Provides assistance to elderly and dependent adults who are victims of abuse, neglect, or exploitation, and helps pay for services provided to disabled adults and children so that they can remain safely in their own home. The Public Guardian acts as a court appointed Conservator who can legally make decisions on behalf of persons who are unable to make their own decisions. The Public Administrator safeguards the property of a deceased person.

Adult Protective Services
Adult Protective Services provides investigation and intervention for those adults hurt by abuse, neglect and exploitation. Referrals of possible abuse can be made by anyone with knowledge of the abuse by calling the 24-hour response line: 800.664.9774.

Mandated Reporter Training Information
This training is recommended for all employees of public and private care facilities, for health care workers, members of the clergy, employees of financial institutions, law enforcement personnel and anyone with full or intermittent responsibility for the care and custody of an elderly or dependent adult.

In-Home Supportive Services (IHSS)
The In-Home Supportive Services (IHSS) program provides physical support to eligible aged, blind or disabled adults and children who would not otherwise be able to safely remain in their homes. Public Authority
The significant role the Public Authority fulfills within the IHSS Program is to offer services that assist consumers with greater access to providers. Public Authority is the provider's employer of record for purposes of collective bargaining for wages and benefits. The Public Authority is mandated by the State of California and was created specifically as a program improvement for consumers and providers. Public Authority maintains a provider registry. A provider registry is a computerized database listing qualified and screened IHSS providers.

Public Guardian
The Public Guardian acts as conservator for those County residents the Butte County Superior Court determines to be unable to properly provide for themselves or their finances. To contact the Public Guardian's office, call 530.552.6165
Public Administrator
The Public Administrator is responsible for administering the estates of those who die in Butte County who: 1) are residents of Butte County; 2) are without relatives in California; 3) with or without a will; 4) when the family is unable/unwilling to act as administrator; or 5) when appointed by the Court. Special Needs Awareness Program (SNAP)
DO YOU NEED ASSISTANCE EVACUTING DURING AN EMERGENCY?
As part of Butte County’s Emergency Evacuation Plan, the Department of Employment and Social Services works collaboratively with multiple agencies to ensure that those in need of evacuation assistance during an emergency are identified and evacuated safely and efficiently. The Special Needs Awareness Program (SNAP) is a voluntary program for those with Access and Functional Needs (AFN) such as individuals with physical/developmental or intellectual disabilities, chronic conditions or injuries, limited English proficiency, older adults, children and low income households, homeless and/or transportation disadvantaged (i.e., dependent on public transit), and pregnant women. The Special Needs Awareness Program (SNAP) packet is available to anyone with Access and Functional Needs in the community who would like to receive additional information and register to be on this list.
