The California Accidental Release Prevention (CalARP) program applies to facilities that store or use regulated (often referred to as extremely hazardous) substances above regulatory (planning threshold) quantities. The purpose of the Cal ARP Program is to reduce the likelihood and severity of consequences of extremely hazardous materials releases. This is accomplished by requiring regulated facilities to submit a Risk Management Plan (RMP), review the RMP, and facility inspections.
