Administrative Office
Ensures the mission statement is fulfilled by providing support and direction; development and implementation of programs; administers patient’s rights, the Mental Health Services Act, cultural competency; and guarantees adherence of compliance standards.
Administrative Support Division (ASD)
Provides the logistics and support for the Butte County Department of Behavioral Health’s (BCDBH) numerous programs and offices. The ASD handles our budgets, finances, human resources, systems performance and evaluation, information technology, billing, fiscal reporting and analysis, and contracts.
Behavioral Health Advisory Board
Oversees and monitors BCDBH, advocates for persons with behavioral health issues, and provides advice to the Butte County Board of Supervisors and BCDBH Director. The Board meetings are open to the public and meetings take place the third Wednesday of each month. Learn more about the Behavioral Health Advisory Board.
Compliance Office
The mission of the Compliance office is to provide assistance, support, and oversight to the Department of Behavioral Health as it seeks to deliver services using sound ethical business practices in compliance with all relevant State and Federal regulations. Learn more about the Compliance Office.

Mental Health Services Act
In November of 2004, California voters passed Proposition 63 creating the Mental Health Services Act (MHSA). The Act created an additional one percent tax on any California resident making more than $1 million dollars. The revenue is distributed to counties in order to accomplish an enhanced system of care for mental health services. Learn more about Butte County's MHSA.
Quality Improvement and Quality Management Division
Provides training, education, and guidance to clinical staff within BCDBH, and all contract providers. Responsibilities include: initiation and ongoing review of activities and projects; documentation training; utilization review of outpatient and inpatient services, and; authorizations, oversight, coordination, and referral for services between BCDBH and its contract providers.
