Board of Supervisors meetings are open to the public. Pursuant to CDPH guidelines, face masks are strongly suggested, but not required.
Online Participation at Board Meetings
Visit the Board Meetings Portal page. Find the Board meeting you wish to participate in under the "Upcoming Events" section. Click "In Progress - View Event" to livestream the meeting. Click "Agenda" to access the meeting agenda and learn the latest on How to Submit Public Comments (PDF).
If you have any trouble with public comment or accessing meeting agendas, videos, or attachments, please email the Clerk of the Board or call 530-552-3300. Individuals who need special assistance or a disability-related modification or accommodation to participate in this meeting, or who have a disability and wish to request an alternative format for the meeting materials, should contact the Clerk of the Board as soon as possible to ensure arrangements for accommodation.
Agenda Information
The agenda for every regular meeting of the Board is posted in front of the County Administration Building, at least 72 hours prior to each meeting, in accordance with the Brown Act (Government Code Section 54950 et seq). Agendas are posted at the County location, and on this website, by the end of the business day on the Thursday prior to the Tuesday meeting.
Copies of agendas and associated staff reports are also available in the Administrative Office for public review. Copies of materials can be provided to you for the cost of the copies.
The agenda is organized in the manner described as follows:
Consent Agenda
Consent Agenda items are considered to be routine and non-controversial items and are handled by one motion and vote of the Board. If a member of the public wishes to discuss a consent agenda item, he or she can fill out a public participation card requesting the item be discussed on the regular agenda. The cards are simply used to help the Chair identify individuals wishing to address the Board and are not required. The public is encouraged to consult with County staff for clarification and explanation of Consent Agenda items prior to the Board meeting.
Public Comment
Public Comment is the time members of the public audience may address the Board on a matter not listed on the agenda. The Board is prohibited by state law from taking action on any item not listed on the agenda.
Regular Agenda
Regular Agenda items are those items which require Board discussion. Regular Agenda items may be heard between Public Hearing and Timed Items.
Public Hearing and Timed Items:
These items will not be called prior to the scheduled time shown on the agenda.
Other Items
Occasionally the Board will conduct hearings and take action on matters within their other legislative capacities, e.g. the Butte County Public Facilities Finance Corporation. These items will be listed separately on the agenda.
Closed Session
The Board is authorized to meet in closed session in certain circumstances. These circumstances typically include matters involving County personnel, pending and potential litigation, and labor negotiations. The Brown Act requires a representative of the legislative body to orally announce Closed Session items to be discussed prior to adjourning to a Closed Session.
Public Participation
The policy of the Board of Supervisors, as well as a requirement of the The Ralph M. Brown Act, (California Government Code Section 54950-54962), allows members of the public the opportunity to comment on all matters before the Board. Public participation is limited to matters within the subject matter jurisdiction of the Board pursuant to Government Code Section 54954.3. Members of the public wishing to provide comment on an item, but who are unable to attend the meeting, are encouraged to send their comments in writing to:
