Replacement benefits available for CalFresh recipients targeted by electronic theft


Replacement benefits are available for CalFresh recipients who were the victim of electronic theft between October 1, 2022, and November 30, 2023.

Californians targeted by skimmers can file an electronic theft claim and turn in the completed form in-person or online at BenefitsCal. The deadline to apply is February 29, 2024.

Households can receive up to two months’ worth of food benefits for each instance of electronic theft.

Reimbursement benefits will match the amount of money that was stolen as long as it isn’t more than twice your monthly allotment at the time.

If approved, expect to receive replacement benefits within 30 days of filing a claim. The money will come on a new EBT card, and the old card will be deactivated.

State officials say that rules have recently changed—meaning that you can be reimbursed if a previous application was denied or if you were only reimbursed for one instance of theft.

The effort to replace stolen CalFresh benefits comes as state officials work to tighten EBT card security.

The new EbtEDGE app allows you to freeze/ unfreeze your card and reset your pin anytime, among other features.

The State of California will send out new chip cards with additional security enhancements in the near future.
