Butte County's Department of Water and Resource Conservation was formed on July 1, 1999 following many years implementing programs to protect the Butte County water resources.

Our Mission: To manage and conserve water and other resources for the citizens of Butte County.

Integrated Regional Water Management

Northern Sacramento Valley IRWM

Butte County is a member of the Regional Water Management Group together with Shasta County, Tehama, County, Glenn County, Colusa County and Sutter County.  This group developed and implements the Northern Sacramento Valley Integrated Regional Water Management Plan (NSV IRWMP).  More information and meeting materials for the NSV Board and NSV TAC are available from the NSV IRWM website:


The IRWM Plan was updated and adopted by the NSV Board on March 2, 2020 to meet Proposition 1 IRWM Plan requirements. This ensures projects in the plan are eligible for IRWM funding.

Upper Feather River IRWM

A portion of Butte County is located in the Upper Feather River IRWM region as well as the NSV IRWM region.  This is referred to as the overlap area.  For information on Upper Feather River IRWM, visit:
