Paul Gosselin, Director

Paul Gosselin joined Butte County as its third director of Water and Resource Conservation in November 2007.  Prior to joining Butte County , Paul was Chief Deputy Director for the California Department of Pesticide Regulation.  The Department of Pesticide Regulation is one of six departments in Cal/EPA and is responsible for regulating all aspects of pesticide use in California .  From 1993 to 1999 Paul was an Assistant Director for the California Department of Pesticide Regulation.  From 1989 to 1993, he was the Director of Regulatory Services for the Massachusetts Department of Food and Agriculture.  In that capacity he was responsible for regulating animal health, plant pest control, nurseries, dairies, pesticides and milk pricing.  Paul received a bachelors’ degree in biochemistry and a masters’ degree in chemistry from the University of Massachusetts .

 

Vickie Newlin, Assistant Director

Vickie Newlin began her Butte County career in water and resources in 1997, working for the Water Division of the Agricultural Commissioner, prior to this Division evolving into the Department of Water and Resource Conservation in 1999.   She has also worked in a variety of both public and private sector management positions.  Vickie recently returned to the Department after being on loan from the County to the California Bay-Delta Program for two and a half years.  In this capacity, she helped to coordinate resource agency interaction with local stakeholders throughout the Northstate.  She earned both her Bachelor and Master degrees in Public Administration from California State University , Chico , as well as a Paralegal Certificate.  She and her husband Mike have three grown children, Jeremy, Lindsey and Alex and make their home in Chico .

 

Kristen McKillop, Manager, Program Development

Kristen has been with the Department of Water & Resource Conservation since 2005.  She originally began working for Butte County in 1997 with Public Works in the Construction section of the Engineering Division, and later the Solid Waste Division. She has done grant management for several programs in Butte County ranging from used oil recycling education programs, a Community Service Grant Program with Butte County Office of Education, and now groundwater related outreach efforts with this Department. Kristen was raised in Oroville and attended Chico State to earn a Bachelor’s degree in Business Administration.  She and her husband Ryan live in Brownsville, and are very active in various Butte and Yuba County community activities.

 

Lynne Pillus, Administrative Assistant, Senior

Lynne has worked for Butte County since1989.  She began as a receptionist and typist for the Welfare Department, and moved on as an Office Assistant III with the Employment Center in Oroville.  She assisted job seekers there and designed forms for the private Industry Council and the Employment Development Department.  She began working with the Water Division in 1999 and continued with the new Department.

 

Christina Connell

Christina joins the Department of Water and Resource Conservation as summer help to conduct groundwater level and quality monitoring.  She has completed her second year as an undergraduate at UC Davis and has declared hydrology as her major.  She is excited to begin upper division coursework in the fall which will no doubt be enhanced by experience gained this summer.  Her interests in geology lead her to specifically study groundwater.
