FOREWORD 

The publication of this report represents approval by the Butte County Water Commission and the Butte County Board of Supervisors.  This report was completed under contract to the California Department of Water Resources, and represents the initial development of Butte County Water Policy under the “umbrella” of Integrated Water Resource Planning. 

The Butte County Department of Water & Resource Conservation was responsible for the technical work, which was carried out effectively and efficiently by our consultant Camp Dresser and McKee.  Input from the public was substantial and included responses to presentations at public meetings, the Integrated Watershed Stakeholders Group, the Butte Basin Water Users Association, the Butte County Water Commission and the Board of Supervisors. 

Comments from the public have strongly influenced our thinking, and all the comments are found in an appendix to each document.

Most changes were not made directly in the document, because of the increased time and costs involved. 

We thank all of those who took the time to participate, and hope they continue to help us guide future water policies.  The culmination of this general, integrated planning effort is an initial highlight, but much more evaluation will be required before implementation can be considered.
