On 4/12/2008 the owner of Hamre Equipment, a Chico based heavy equipment company, reported that he had discovered that a former employee, Jennifer Marie Sites DOB 7/28/70, had embezzled funds from the company's accounts. At the time of the initial report employees estimated the amount of monies embezzled in excess of $100,000. On 4/15/2008, as Lead Detective Dan Angel continued the Investigation, "conservative" estimates for the amount of money that had been embezzled grew to over $200,000.

On 4/16/2008 Detectives served search warrants on Jennifer Sites's residence at 4202 County Road KK in Orland and her bank accounts with Bank of America. All of Sites accounts were also frozen at that time. During the search of Jennifer's residence detectives discovered an extensive amount of items that had been purchased from a home shopping television show. Because of the huge number of these items, detectives have still not been able to, as of this date, establish their total cost. Many of these items were still in their un-opened boxed, stacked up filling the interior of the residence and spilling out onto the porch. It was also discovered that Jennifer had used some of the embezzled funds to pay her mortgage.

Jennifer was taken into custody and booked into the Butte County Jail on 200 counts of embezzlement/ grand theft and ten counts of forgery. There are still more perceivable charges to be added as the investigation is ongoing.

Around 4:20pm on April 13th Butte county Sheriffs Search and Rescue was requested to respond to search for a 26 year old “at risk” male who had walked away from a relative’s house off lower Nimshew Road in Magalia. Search and Rescue responded with fourteen people, four Search Dogs, a Butte County Sheriffs’ helicopter, and two off road vehicles. The area where the man went missing is extremely rugged and was very difficult for the search teams to penetrate due to the brush in the area.

The Butte County Sheriffs “County Watch ” system was also utilized in the search for the missing man. The automated system calls residents in a selected area to notify them of the incident and any pertinent information. A Citizen located the missing man after receiving the call, and he was safely returned to his family. This is the second time in as many weeks where the “reverse 911” system has played a critical role in locating missing people. The Butte County Sheriff’s Search and Rescue would like to thank everyone who received the call and checked around their homes for the missing man.

Re: National Telecommunicators Week, 04/13/08-04/19/08

"I am the ears that listen to the needs of all those I serve.
I have heard the screams of faceless people I never will meet nor forget.
I have cried at the atrocities of mankind and rejoiced at the miracles of life.
I was there, though unseen by my comrades in the field, during the most trying emergencies."
The above excerpt is from a poem written by an anonymous author and is a most excellent description of who a dispatcher is. The week of 04/13/08-04/19/08 is National Telecommunicators Week and the men and women of Butte County Sheriffs Office are proud to recognize and honor our public safety dispatchers for the job they do. Since 1992 the second week of April has been designated as National Telecommunicators Week. The week is about giving recognition and thanks to an often under recognized profession. Many times dispatchers are taken for granted not only by the public they serve but by the departments they work for. My theory on this phenomenon is that due to the fluid nature of the dispatch environment where dispatchers move from call to call, emergency to emergency, so quickly there are many times that the people being helped don't even realize what a difference the dispatcher has made to them and their situation.

The dispatchers working for Butte County Sheriffs Office are true professionals.
The fourteen dispatchers in our center collectively have 139 years of dispatch experience between them! They are a diverse group of people with varied interests but one common goal. That goal is to provide the best possible service to the citizens of Butte County. Our dispatchers provide a vital link from the citizens calling for help to the people responding to provide that help. Our statistics for 2007 demonstrate the intense workload our dispatchers experience as well as the important roll they play in providing service to the people of Butte County. In 2007 our dispatch center handled 215,540 telephone calls, of those calls 19,261 were 9-1-1 calls (yes, our dispatchers are responsible for not only 9-1-1 calls but business line calls also), created 60,982 CAD (Computer Aided Dispatch) events and provided radio dispatch to 100 sworn personnel, not including Search & Rescue units or other agency personnel, such as parole or probation, who utilize our radio net. Thanks to the dedicated men and women of our dispatch center the citizens of Butte County can be confident that their calls for general assistance and cries for help will be handled with empathy, kindness and professionalism.

The increased patrols of Powellton Road by the Butte County Sheriff’s Department have already yielded a felony arrest and a vehicle pursuit involving an armed and dangerous parolee.

On 04-04-08, Deputy Doug Patterson was patrolling Powellton Road where the unlawful shooting has been occurring, and located Richard Vaughn (age 38), who Deputy Patterson recognized from prior contacts. Deputy Patterson attempted to contact Vaughn and Vaughn fled north on Powellton Road at a high rate of speed. Deputy Patterson pursued Vaughn until Vaughn high centered his silver 2004 Toyota Tacoma truck in snow on upper Powellton Road. Vaughn exited the driver’s seat of the Toyota and ran into the woods. Deputy Patterson followed Vaughn until Vaughn climbed a small knoll and hid.

Prior to Vaughn exiting the Toyota, Vaughn removed his T-shirt and wrapped it around his hand and wrist. After searching the vehicle, it appears that Vaughn was trying to conceal a semi-auto handgun.

The vehicle search also revealed a small caliber derringer handgun as well as an empty magazine to a semi-automatic handgun. Due to the road conditions on upper Powellton Road, a tow truck was unable to retrieve Vaughn’s vehicle and Vaughn has since driven his vehicle off Powellton Road sometime during the night. Vaughn has been spotted on the Magalia ridge numerous times driving the same silver extended cab 2004 Toyota Tacoma truck, license plate 7R19730.

The Butte County Sheriff’s Department and the California Department of Corrections is actively seeking Richard Craig Vaughn for violation of parole, being a felon in possession of a firearm, and evading arrest. If you have information regarding Vaughn’s whereabouts, please contact the Butte County Sheriff’s Department at 538-7322.

On 04-06-08, while Deputy Doug Patterson was again patrolling Powellton Road for illegal shooting, Deputy Patterson located a vehicle parked off the roadway. Outside the vehicle was a subject, later identified as Nathan Wells (age 34), who after seeing Deputy Patterson dropped a semi-automatic rifle and began to walk away. Deputy Patterson was able to contact Wells who was unable to provide Deputy Patterson with identification. Wells originally identified himself as his brother. A computer check on his brother’s name revealed he has a misdemeanor warrant for violation of probation. After being detained on his brother’s warrant, Nathan Wells revealed his true name.

A computer search revealed that Nathan Wells was on parole and is a convicted felon who can not own or possess firearms, such as the rifle Deputy Patterson witnessed Nathan drop. Nathan Wells was arrested for being a felon in possession of a firearm and being a felon in possession of ammunition; both felonies. The California Department of Corrections also placed a parole hold on Nathan Wells and he remains held without bail at the Butte County Jail in Oroville.

On February 5th and 6th , 2008 the Butte County Sheriff’s Office received several reports from residents in the Chico area stating that young adults were going door-to-door selling magazines and books. The solicitors were reportedly telling people that they were local students trying to sell subscriptions for a trip and that they were members of the Chico State Drama Department. Other residents reported that solicitors were using “harsh” tactics to push their sale.

On February 6, 2008, Dep. Ryan Gsell responded to Keefer Road and Hagenridge Rd, Chico for a similar report. Dep. Gsell conducted an area check for the solicitors, who were reportedly driving a white van with Arizona license plates. Dep. Gsell located the vehicle and conducted a traffic stop. The occupants were indentified and showed documentation that they were independent contractors for Prestige Sales USA out of Phoenix, Arizona. Solicitors are required pursuant to Butte County Code to apply for a peddling permit through the Butte County Sheriff’s Office. No such record of a permit being issued was located. The solicitors were advised that it was a misdemeanor crime to solicit door-to-door within Butte County without a permit and told stop conducting business in Butte County.

The Butte County Sheriff’s Office would urge citizens to think twice before allowing a stranger into their home and writing a check to solicitors without verifying who they are employed by. Checks contain personal account information and criminals can use the information to commit identity theft. Since it is unlawful for solicitors to peddle in Butte County without a permit, citizens should inquire whether or not the solicitor has a permit and if they do not, report the incident to the Butte County Sheriff’s Office immediately.

Since the last contact with the solicitors on Keefer Road, the Sheriff’s Office has not received any complaints from area residents.

“GRAND RAPIDS WOMAN ARRESTED IN MURDER FOR HIRE SCHEME TARGETING BUTTE COUNTY RESIDENT”

Sacramento, CA: Ann Marie (Linscott), age 49, was arrested yesterday at her home in Grand Rapids, Michigan, on charges related to a murder for hire scheme carried out on the Internet. Sheriff Perry Reniff, Butte County Sheriff’s Office, and Drew Parenti, Special Agent in Charge of the Sacramento FBI,
announced the arrest.

According to allegations contained in the affidavit in support of the complaint, the scheme began in November 2007 when three individuals searching the Internet web site www.craigslist.com (CRAIGSLIST) for job opportunities exchanged e-mails with an unidentified female, Marie, regarding a job opportunity she was advertising on the web site. The job description was advertised as “Freelance” with no further information provided. During the e-mail correspondence, Marie asked each of the three individuals responding to her advertisement to “eradicate a female living in Oroville, California” and provided additional information on the intended victim to include a description of the victim, her age and her employment address. On two separate occasions, Marie offered payment of $5,000 upon completion of “the eradication task”.

Investigators have identified the true identity of Linscott’s intended victim and have determined she is married. The victim’s husband was interviewed by investigators and acknowledged meeting Linscott through an on-line college course in 2004 or 2005. According to the victim’s husband, he and Linscott developed a very deep and intimate online relationship. The victim’s husband said he first met Linscott in person when he traveled to Reno, Nevada, in July 2005 to attend a conference. Linscott spent two days with the husband in Reno and during those two days they had sexual relations. Linscott also visited the husband in Butte County in May 2007 and since that time they have continued to communicate via telephone and e-mail with the most recent communication occurring on January 9, 2008.

Deputies from the Butte County Sheriff’s Office and Agents from the Chico Resident Agency of the FBI were assisted by the Grand Rapids FBI Violent Crimes Task Force in serving a search warrant yesterday at Ann Marie’s (Linscott) Grand Rapids residence. The search was based on an affidavit filed in
the Western District of Michigan. Following the service of the search warrant Ann Marie (Linscott) was arrested and booked into custody. She made her initial appearance in federal court today in Grand Rapids, Michigan, and during that hearing she further identified herself as Ann Marie Linscott. Her detention hearing has been scheduled for 11:00 a.m. on January 29, 2008. The proceedings in Grand Rapids will also likely include transfer and removal procedures so that Linscott can be brought to the Eastern District of California to face the charges that have been filed against her.

Perry Reniff, Butte County Sheriff, said “This complex investigation was initiated in November 2007 and we have been very concerned for the well being of the victim. The arrest of Ann Marie Linscott is just another example of the great working relationship between the FBI and the Butte County Sheriff’s Office. The Detective and Agent who led this investigation are to be commended for their efforts”.

Drew Parenti, Special Agent in Charge of the Sacramento FBI, said “The swift and thorough investigation afforded this matter may have saved the life of the intended victim and I believe these results are indicative of what can be accomplished when law enforcement agencies combine resources and manpower. We are pleased that this potential violent crime has been averted and look forward to continuing our successful partnership with the Butte County Sheriff’s Office”.

On 01-08-08 the Butte County Sheriff's Deputy assigned to the Forest Ranch area, Deputy Doug Patterson, arrested one 15 year-old male from Forest Ranch and one 16 year-old male from Chico for residential burglary, two counts each of vehicle theft, two counts each of possession of stolen property, and two counts each of vandalism. All listed charges are felonies.

Deputy Patterson received information that the California Highway Patrol took a report of a stolen vehicle from Forest Ranch on 12-28-07 and recovered a stolen vehicle in Forest Ranch on 12-29-07. He also found that a Dodge Caravan was taken from a home in Forest Ranch on 12-27-07 and returned to the home during the early morning hours of 12-28-07 with over $5,000.00 in body damage.

Sometime between 12-27-07 and 12-28-07, a residential burglary occurred on Coit Towers Way in the City of Chico. The suspects entered the home through an unlocked rear door and stole alcohol, a purse and the keys belonging to a red Chevy Corvette. The Corvette was the vehicle recovered by the California Highway Patrol in Forest Ranch on 12-29-07.

Deputy Patterson's investigation revealed that the 15 year-old juvenile from Forest Ranch stole the Dodge Caravan and drove to Chico where he picked up the 16 year-old juvenile. Together, they entered the Coit Towers Way home. The 15 year-old juvenile stole the Corvette from the driveway of the residence while the 16 year-old juvenile drove the Dodge to the California Park area where they proceeded to play "bumper cars" with the vehicles causing considerable body damage.

Alert Forest Ranch residents were able to provide Deputy Patterson with a detailed physical description of the 15 year-old juvenile, and an alert Chico resident who came forward with information related to the case from the internet.

Deputy Patterson is investigating circumstances which may implicate the juveniles in additional burglaries in the California Park area between 12-27-07 and 12-28-07 with alcohol being the primary target. If you are a victim of a burglary in California Park between these dates, please contact the Law Enforcement Agency of the jurisdiction the burglary occurred in, whether it be the Butte County Sheriff's Department or the Chico Police Department, and request a copy of the report be forwarded to Butte County Sheriff's Deputy Patterson.

A reminder to all Butte County citizens, please secure your homes and vehicles at all times day or night. These two juveniles entered occupied homes during the late and early morning hours by means of unlocked doors. One of the vehicles stolen was unlocked and had the key left in the ignition.
