Butte County-- On January 28, 2019 at 12:21PM, Butte County Sheriff’s Office (BCSO) received a Be On The Lookout (BOLO) issued by the Red Bluff Police Department for a suspect identified as Richard Moulton, age 52, from Red Bluff. The suspect was wanted in connection to an attempted murder that occurred earlier that day. The BOLO advised the suspect was driving a maroon or red Ford F-150 with a license plate of 30987Z1.
According to detectives from the Red Bluff Police Department, the basis for the subject being wanted for attempted murder stemmed from a domestic violence incident involving the suspect’s estranged wife.
During that incident, the suspect allegedly arrived at the victim’s residence where an argument ensued. According to the victim, the suspect slapped her, bit her face, choked her, attempted to gouge out her eyes, and threatened to kill her. The suspect then went to his vehicle and obtained a hand gun, and forced the handgun into the victim’s mouth. The victim was able to get away, at which time the suspect allegedly fired nine shots in the direction of the victim, which ultimately impacted her residence. The suspect then fled the area in his vehicle.
The BOLO also indicated the subject may have been in Butte County. BCSO deputies spotted the suspect’s vehicle in the Durham area and began to follow it, requesting additional units before initiating a traffic stop. After additional units arrived, deputies attempted to stop the suspect; however the suspect fled, leading to a pursuit.
The preliminary information we have obtained indicates the pursuit ultimately ended at Hwy 162 and Aguas Frias Rd. at which time the suspect stopped his vehicle. The suspect then opened the door, turning sideways in the seat while looking in the direction of the deputies. The suspect brought out a handgun, then put the handgun to his head. The suspect then lowered the handgun and exited the vehicle, at which time the suspect raised the gun in the direction of the deputies, and shots were fired in response to that threat.
Life saving measures were initiated immediately, including CPR; however the suspect was pronounced deceased at the scene.
The suspect has been identified as Richard Moulton, age 52, from Red Bluff.
The Butte County Officer Involved Shooting/Critical Incident Protocol Team is investigating the incident. Nine deputies were involved in the incident, all of which have been removed from the field and placed in administrative duties pending further evaluation and investigation.
We also have preliminary information that there were at least two civilian vehicles in the area before the shooting. We are requesting that anyone who witnessed this incident call BCSO at 538-7322.
