Environmental conditions can affect personal and community health. The Environmental Health Division staff protect and promote public health through education and permit programs which enforce state and county laws and regulations. The Environmental Health Division is largely funded through user fee permit programs.

County Fire Debris Removal Program

Butte County officials are asking fire victims, who received packets for the County’s Debris Management Plan, to sign and return their Participation/Right of Entry form NOW. With the signed forms, fire victims who are not adequately covered by insurance, can receive assistance to remove fire debris free of charge and avoid threat to public health and safety, and the environment.

The County established the plan to help property owners with properly handling and disposing of fire debris. The program works like this:

Property owners who do not have insurance and are signed on to participate will be provided bins by the County for disposal of residual ash and fire debris. When property owners or their contractors have filled the bins, the County will transport them, along with any burned appliances, to the landfill for disposal at no charge. This is only possible if property owners are signed up as part of the free program, which requires they do so immediately.

Both State and County staff are ready to start right away. All participating sites can be cleaned up in a matter of only a few weeks, provided enough people sign on to the program by the deadline.

In order to coordinate State and local resources to complete as rapidly as possible, Participation/Right of Entry forms need to be mailed to Butte County Public Works at the following address or faxed to (530) 538-7171, by July 8, 2008:

Due to the fire damage many residents do not have working landline phones. Therefore the County needs a way to contact participants other than a postal service address.

Property owners who want to participate in this free program need to call either the Debris Management Plan hotline at (530) 538-6193 or the Debris Coordinator at (530) 879-2352 and leave a current phone number so staff can contact them and give them further information.
