Community Development

Housing Rehabilitation Loan Program

Butte County's Housing Rehabilitation Loan Program provides low interest loans to help low and moderate income eligible homeowners fix and repair their homes in order to have a safe and healthy place to live. Eligible low and moderate income homeowners earn 80% or less than the median Butte County income. Visit the Housing Rehabilitation Loan Program page.

Homebuyer Assistance

The Golden State Finance Authority offers down payment assistance programs, mortgage credit certificates, energy efficiency financing and multi-family financing. Visit the Homebuyer Assistance page.

Camp Fire Recovery Housing Resources

In November 2018, Butte County suffered the most destructive wildfire in California history. The Camp Fire destroyed 14,000 homes in the Town of Paradise and unincorporated communities in Butte County. Congress approved funding to assist with unmet needs after the disaster, which primarily includes housing. The funding for these unmet need comes through the Community Development Block Grant - Disaster Recovery (CDBG-DR) program. Some of the funding is administered directly by the State Housing and Community Development Department and some is administered by the County or other local jurisdictions. 

CDBG-DR Owner-Occupied Rehabilitation and Reconstruction Program

This program is operated by the State Department of Housing and Community Development

Owner-Occupied Rehabilitation and Reconstruction Program (OOR) is designed to address homeowners’ unmet rehabilitation and reconstruction needs within federally declared disaster areas. Grants of up to $150,000 for 2017 eligible disasters and $200,000 for 2018 eligible disasters are available to cover unmet needs remaining if insurance, SBA loans, FEMA, legal settlement, and other resources do not fully cover the cost of rebuilding a home. CDBG-DR Multifamily Housing Program

Butte County received a $61.4 million CDBG-DR allocation to fund construction of rental housing. The goals for this funding are to produce new rental housing units affordable to Low and Moderate Income households and provide housing for displaced individuals, and individuals who became homeless, as a result of the Camp Fire. Community Action Agency

The Community Action Agency (CAA) of Butte County provides Housing & Community Development Programs to assist the residents of Butte County. More information about these programs is available on the CAA website.

North Valley Energy Watch (NVEW) can help you save energy and money and reduce your carbon footprint. NVEW provides energy efficiency services and incentives to qualifying public agencies, non-profit organizations and businesses.
