Chris Jellison, Code Enforcement Manager
I grew up in Butte County and graduated from Pleasant Valley High School. Later, went on to serve in the United States Air Force for 22 years, while in the Air Force I provided Security for several space shuttle missions. I also participated in Desert Storm and Operation Enduring Freedom. I moved back to Chico after retiring and became the Code Enforcement Manager. I manage a team of highly trained and professional Code Enforcement Officers. I look forward to serving the citizens of Butte County. Phil Preader, Code Enforcement Officer
I have worked for Butte County since 2006, but I have only been with Code Enforcement since April 2016. I have 7 years’ experience in law enforcement and I enjoy talking and helping the citizens of Butte County. I look forward to my new career with Code Enforcement.

I was born and raised in the Bay Area and moved to Oroville in 1984. I attended Las Plumas High School my junior and senior year. In my free time, I enjoy spending time with my wife, two boys and two granddaughters. My hobbies include camping, boating, motorcycle riding, and restoring old vehicles.

Rand Smith, Code Enforcement Officer
I have lived in Butte County since 1967 and have been employed by Butte County for the last 10 years. I have been working in Code Enforcement for over 3 years. I am a graduate of the Butte College Building Inspection Technology program with an Associate of Science Degree. Currently, I am a certified Code Enforcement Officer through CACEO and completed training in PC 832. During my off time, I enjoy bass fishing in Lake Oroville and the Oroville After bay.

Dustin Homesley, Code Enforcement Officer
I was born and raised in Butte County; graduated from Pleasant Valley High School, Butte College and earned my Bachelor’s Degree in Public Safety Administration from Grand Canyon University. Prior to working for Butte County, I was a firefighter for CAL FIRE for eight years and worked in the private sector for two years. In my spare time, I enjoy spending time with family.

Shawn Williams, Code Enforcement Officer
I was born and raised in Shasta County before enlisting in the United States Marine Corps where I met my wife, thus beginning our family with two beautiful daughters. Thereafter, I earned my Associates Degree in Criminal Justice from Franklin Pierce University. I have 12 years law enforcement experience. Public service has always been my craft and I genuinely enjoy interacting with people from different backgrounds, working towards the common goal of achieving a cleaner and safer environment.

Debbie Laugenour, Code Enforcement Senior Office Specialist
I have been a senior office assistant for Code Enforcement for almost two years. Prior to that I worked mainly in the legal and medical fields in the Auburn and Sacramento areas. I grew up in San Francisco and attended college in Los Angeles where I graduated with a Bachelor’s Degree in Human Development with a minor in Psychology. I also attended Sierra College in Rocklin mainly focusing on Computer Science. I raised my two daughters in the Grass Valley/Nevada City area and recently moved to Chico to be near my oldest daughter and grandchildren. I enjoy spending time with my grandchildren and getting to know the Chico area.

Amanda Conner, Code Enforcement Office Specialist
I have lived in Butte County all my life. I went to high school in Paradise, and received my GED after my sophomore year. I have lived and worked all over Paradise, Chico, and Oroville. I have had the pleasure of working for Butte County since July 2017. I feel very privileged to be able to assist an outstanding Code Enforcement team, as well as the people of my home county.

In my leisure time, I’m either putting in a good workout at the gym, or enjoying time by the river, at a park, or at the movies with my family.

Jim McMillian, Code Enforcement Officer (Extra Help)
I have been working as an Extra Help Code Enforcement Officer since 2015. I handle all types of Code cases including Building without Permits, Junk in Public View, Camping violations, Substandard Housing, etc. Prior to my employment with Butte County I retired from state service. In my spare time I enjoy the outdoors, fishing and hunting.

Ted Weber, Code Enforcement Officer (Extra Help)
I graduated from Fresno State in 1988 with a Bachelor’s degree in Liberal Studies with an emphasis in Liberal Studies. I began working for the Youth Authority as a counselor in 1989, then transferred to the Youth Authority’s Parole Division in 1996, working in Fresno’s gang unit. In 2001, I became the Supervisor of the Youth Authority’s Chico Parole Office. I promoted to a Board Coordinating Parole Agent in 2008. Finally, transferred to the California Department of Correction’s Adult Parole Division in 2012 and retired in 2014.

Tim Torres, Code Enforcement Officer (Extra Help)
I’ve been a Butte County Code Enforcement officer since February 2015. I was hired to enforce the Medical Marijuana Ordinance at its inception. I still primarily investigate the Medical Marijuana complaints but have also recently begun investigating code violation complaints including Building without Permits, Junk in Public View, and Abandoned Vehicle Abatement, etc.
Prior to this position I was employed by the California Department of Corrections and Rehabilitation. While employed with CDC&R I served as a Youth Correctional Counselor, Parole Agent I, Parole Agent II Specialist, Assist Unit Supervisor, and finally as a Unit Supervisor. I retired from CDC&R in 2013.
In my leisure time, I enjoy fishing, camping, and spending time with family.

Dave Hemming, Code Enforcement Officer (Extra Help)
I was raised in southern California graduating from high school in 1976. I attended college in the San Fernando Valley while working part time at UPS. In 1982, I joined the California Highway Patrol working in the Los Angeles area for 8 years with various duties as regular patrol, DUI enforcement team, Protective Services Detail and auto theft investigation. I transferred to the eastern Sierra area where I worked as a resident post officer for 10 years. In that time period, I became a weapons officer, (inspections and tactics training) I then transferred to the Chico area where I spent the rest of my 30 year career on regular patrol duty, retiring in 2012. I have two sons one of which is a college student and one that just graduated from high school.
