Scanning Project – Initial Public Announcement

Butte County Scanning Project Announcement

In order to improve public access to land use records and improve efficiency within County Departments, the Butte County Departments of Development Services and Public Works will begin a large-scale scanning project of files within both departments.  There are thousands of files and over 2 million sheets of paper and microfiche records estimated in this scanning project.  These files include Building Permits and building history as well as Planning and Land Use files (subdivisions, lot line adjustments, use permits, general plan amendments, rezones and other similar files) that are currently stored at 7 County Center Drive in Oroville.  Scanning to an electronic format will allow these records to be attached to the County’s permitting system and eventually be made available on the County’s website. 

In order to accomplish this large scale project, the files will be taken off-site to be scanned at a high production facility.  During this period, there will be limited access to these files.  Since the files will not be physically located within the departments, we are asking that the public request their files/data in advance of actually needing them.  Upon request, staff will contact our scanning partner who will pull your file out of order, scan the data and make it available to the County Departments.  It will then be able to be made available to you.  This process may take up to 48 hours so your pre-planning and patience is most appreciated.  The scanning project will begin in December 2016 and is projected to be completed by June 2017. 

The following is an approximate timeline for this project. 

December 20, 2016:  722 file boxes of paper files/microfiche/microfilm picked up for scanning in three trucks.

December 23, 2016:  Scanning began

January 06, 2017:   26,486 pages of Williamson Act files completed and returned

January 10, 2017:   95 Building file boxes in process

January 20, 2017:   130 Building boxes prepped, 82 Boxes scanned, 27 Boxes in QC process

January 27, 2017:   150 Building boxes prepped, 114 Boxes scanned, 62 Boxes in QC process

February 06, 2017:   190 Building boxes prepped, 152 Boxes scanned, 86 Boxes in QC process

February 10, 2017:   244 Building boxes prepped, 191 Boxes scanned, 124 Boxes in QC process

February 17, 2017:   283 Building boxes prepped, 215 Boxes scanned, 155 Boxes in QC process

February 24, 2017:   320 Building boxes prepped, 226 Boxes scanned, 180 Boxes in QC process

March 3, 2017:          370 Building boxes prepped, 240 Boxes scanned, 202 Boxes in QC process

March 10, 2017:          420 Building boxes prepped, 260 Boxes scanned, 233 Boxes in QC process

March 10, 2017:          464 Building boxes prepped, 292 Boxes scanned, 256 Boxes in QC process

Estimate - April 2017:  Scanning of Building Permit and history files complete

Estimate - April - June 2017:  Remaining land use files scanned
