Meet Our Staff
Paul Gosselin, Director
Paul Gosselin joined Butte County as its third Director of Water and Resource Conservation in November 2007. The Department manages the County's State Water Project Table A allocation, investigates and reports on groundwater conditions, administers Chapter 33, implements the Groundwater Management Plan, fosters regional partnerships and other water resource activities. Prior to joining Butte County, Paul was Chief Deputy Director for the California Department of Pesticide Regulation. From 1989 to 1993 he was the Director of Regulatory Services for the Massachusetts Department of Food and Agriculture. Paul received a bachelors' degree in biochemistry and a masters' degree in chemistry from the University of Massachusetts. The mission of the Department is to manage and conserve water and other resources for the citizens of Butte County.
Vickie Newlin, Assistant Director
Vickie Newlin began her Butte County career in water and resources in 1997, working for the Water Division of the Agricultural Commissioner, prior to this Division evolving into the Department of Water and Resource Conservation in 1999. She has also worked in a variety of both public and private sector management positions. Vickie recently returned to the Department after being on loan from the County to the California Bay-Delta Program for two and a half years. In this capacity, she helped to coordinate resource agency interaction with local stakeholders throughout the Northstate. She earned both her Bachelor and Master degrees in Public Administration from California State University , Chico , as well as a Paralegal Certificate. She and her husband Mike have three grown children, Jeremy, Lindsey and Alex and make their home in Chico.
Christina Buck, Water Resources Scientist
Christina Buck first worked for Butte County Water and Resource Conservation as a student intern during the summers of 2005 and 2006. She recently returned in June 2012 as their new Water Resources Scientist. She’s spent the past 5 years doing graduate work at UC Davis participating in a variety of projects related to hydrogeology and groundwater-surface water interaction, water resources management, and enjoyed a number of field studies, including a rafting trip down the Kobuk River in Alaska. She holds a B.S. and M.S. in Hydrology from UC Davis and completed a Ph.D. in Hydrologic Sciences in 2013, also from UC Davis.
Denise DeAngelo, Administrative Assistant, Senior
I have recently taken the position of Administrative Assistant, Senior at the Department of Water and Resource Conservation. I previously worked at Community Action Agency of Butte County in the Energy and Environmental Services department (weatherization) for more than 8 years. I started as an office clerk through the CalWorks program and worked my way to Office Supervisor.
I have lived in Oroville, California for 10 years. I am married with 8 children and 12 grandchildren and a dog.
Though I am new to the county, I am excited to begin this new phase of my career and learn all that I can about Butte County water issues.
