Description of Project:
The work, located in the County of Butte approximately 1.4 miles south of Oroville city limits at the intersection of Lower Wyandotte Road and Monte Vista Avenue, involves, in general: improvement of the existing eastbound south half of Monte Vista Avenue from the west side of Autrey Lane to Lower Wyandotte with curb, gutter, sidewalk, pedestrian ramps, drainage system improvements, and pavement widening and overlay; improvement of the southbound west half of Lower Wyandotte Road with pavement transition widening from Monte Vista Avenue to 415 feet north and construction of new curb, gutter, sidewalk, pedestrian ramps, pavement widening, and drainage system improvements on the west side of Lower Wyandotte Road from Monte Vista Avenue south to Golden Hills Drive; rehabilitation of existing curb, gutter, sidewalk, pedestrian ramps at Monte Vista Avenue and along the east side of Lower Wyandotte Road to Forest View Drive; overlay of the entire roadway width, including installing signage, thermoplastic traffic stripes, thermoplastic pavement markings, reflective pavement markers, and future traffic signal conduit and detection loops.

Questions:
1. Q: Is there a staging and or phasing plan available for the Lower Wyandotte Road and Monte Vista Avenue Project?
A: No Staging or phasing plan. It will be the contractor's responsibility.
2. Q: What are the existing roadway sections for Lower Wyandotte Road and Monte Vista Avenue?
A: There were no core samples taken to verify roadway section thickness.
3. Q: Can 30-in. and 48-in. diameter equivalent RCP elliptical (oval) pipe be substituted for the 30-in.and 48-in. diameter equivalent RCP arch pipe currently specified?
A: No, the RCP arch pipe was specified due to critical minimum depth of cover to the finished surface and the equivalent RCP elliptical (oval) pipe does not meet the necessary rise, thickness, and strength required.
4. Q: The Special Provisions (Bid Item No A20 of the Description, Measurement, and Payment Section of sub-section 4, “Items of Work,” of Section F, “Construction Details,” and Bid Schedule A) state that a State Standard GOL inlet (Caltrans Std. D-72) is specified for the one inlet to be constructed on Monte Vista Avenue while the notes on the plans indicate a County Std. S-8 inlet is to be installed. Which is going to be required since there is a significant difference in cost?
A: In this case and situation, the County is deferring to the second paragraph of Section 5-1.04, “Coordination and Interpretation of Plans, Standard Specifications, and Special Provisions,” of the Standard Specifications where it states “Project plans shall govern over Standard Plans; Standard Plans and project plans shall govern over these Standard Specifications; and the special provisions shall govern over both these Standard Specifications and the plans,” such that the State Standard GOL inlet is what is specified and desired to be installed.
