In 1975 Title IV_D of the Social Security Act was enacted, formally creating the Child Support Enforcement program. Title IV-D mandates each State establish a program to locate noncustodial parents, establish and enforce child support obligations, and collect, distribute support payments.
In July 2002, the State of California transitioned the operation of the program from the District Attorney’s Office in each county. Each Local Child Support Agency (LCSA) is now a separate county department. The Director of each county office is appointed by the local County Board of Supervisors, but is also responsible to the State Director.
Our role is to work directly with families to:
v Establish paternity v Establish and enforce child and/or medical support orders and v Monitor payment activity.
We serve any custodial party, non-custodial parent, or other state agency providing services to one of those parties. Services are provided at no cost to the public. Families receiving public assistance in Butte County under Title IV-A (TANF/Cal Works), Title IV-E (Foster Care) or Title XIX (Medi-Cal) will have their case automatically referred to Child Support Services (CSS) and are required to cooperate in the effort to establish and enforce child support.
