HHS Office of the Inspector General (OIG) The Code of Federal Regulations (CFR) 42 - section 438.608 stipulates that the Butte County Department of Behavioral Health (BCDBH) will have a comprehensive Compliance Program in place that guards against (financial) fraud and abuse. The Department recognizes that the basic elements outlined in 42 CFR constitute sound ethical business practice. We are committed to not only adhering to the letter of the law, but to operating within its spirit. The first major step in developing our Compliance Program was the creation of the booklet Our System of Caring. This important document, that includes our Code of Ethics, is an integral component to our organizational operations. In addition to Our System of Caring booklet, BCDBH Policy & Procedure #145 describes in detail the activities and components that comprise our Compliance Program as a whole. We continue to revise and improve the program through monthly meetings of the Compliance Committee chaired by the BCDBH Compliance Officer.

Establish standards of compliance and ethical operations in writing through BCDBH Policy & Procedure.
Foster an atmosphere of awareness and open communication with all staff as related to the issues of ethical business practices and compliance.
Provide a means to report concerns and activities that may represent misconduct through the use of a Compliance Hotline 1-866-637-4809. The Compliance Officer is directly responsible for maintaining this line.
Provide training and orientation regarding the Compliance Program to all new hires. This includes all new staff receiving a copy of Our System of Caring booklet, as well as all staff receiving annual update trainings.
Provide for ongoing monitoring/auditing of billing and direct service activities.
Establish an organizational structure that contributes to the overall success of the Compliance Program. Essential to this process is the active involvement of Edward Walker, LCWS, Interim Behavioral Health Director, and adjunct participation by the Butte County Board of Supervisors. This organizational structure contributes to overall success by lending authority, encouraging policy development, addressing issues of resource allocation, and insuring that responsible executives are in place at all organizational levels.
