Discretionary Funds - Information Session

Are you interested in an information session where we would walk you through the process of how to apply for our Discretionary Funds?

First 5 Butte County has allocated a percentage of annual revenue as a Discretionary Fund. Proposed projects are to be in mini-grants (up to $2,500), or mid-sized grants (one time, and up to $75,000). The purpose of these funds is to allow the Commission flexibility to consider and respond to needs and opportunities that arise during the budget year that are consistent with the goals as described in the Strategic Plan.

Discretionary Funds

The Commission will utilize its discretionary funds to respond to emerging needs and opportunities. Any project funded with discretionary funds must have clearly defined desired results, aligned with the outcomes and indicators in the current strategic plan.

As per the Commission’s policy, the Strategic Plan and Evaluation Committee (SPEC) will review all submitted proposals for mid-sized grants, and make funding recommendations to the full Commission. (Please note that mini-grant proposals may be submitted at any time.)

Proposals for mid-sized grants are due to Commission staff at least two weeks prior to a SPEC meeting. Staff will review proposals to determine if the minimum formatting requirements have been met. If staff finds that the requirements are not met, the proposal will be returned to the proposer who may resubmit the proposal at a later date. Only proposals that are submitted in the correct format at least two weeks prior to a SPEC meeting will be reviewed by SPEC.

Please note: Proposals should be submitted at least two months prior to the start date of your program or project.   The process for review, clarifications, finalizations of plans, and payment processing can take up to a minimum of two months, so please plan accordingly. In addition, please do not announce or advertise your program or project until you have final confirmation that it has been funded.  

Proposals for mid-sized grants may be mailed or hand delivered to the following address and must arrive no later than 4:00 p.m. Postmarks will not be accepted in lieu of the delivery date. Submit a single copy of the proposal to:
